Nearly 4 million American families live in rental housing that is owned, insured or subsidized by HUD. To ensure that these families have housing that is decent, safe, sanitary and in good repair. The HUD – Real Estate Assessment Center (REAC) conducts approximately 20,000 physical inspections on properties each year. To ensure such inspections are conducted according to the USCS standards, each of the contracted inspectors needs to complete the HUD Physical Inspection training and get certified.
In past HUD conducted its training through the experienced instructors and paper based certification exam. With the limited pool of instructors and budgetary restrictions on travel, REAC could not allocate enough resources to the increasing training requirement in recent years. This posed a risk of shrinking the pool of quality inspectors available to HUD. REAC’s previous efforts to convert the instructor lead training into the computer based learning did not materialize due to the previous contractor leaving the efforts midway before completion.
The Instructional Training and Design is one of our core Areas of Practice. This area is grown and enhanced through our experience in developing and hosting eLearning experience as well as the extremely talented instructional eLearning experts that are part of C3 Systems staff. C3 Systems formed a partnership with REAC in 2009 to provide a robust eLearning solution to meet its challenges. Our team of experts armed with the business knowledge of REAC Physical Inspection processes conducted a thorough analysis of the target audience with created an accurate learner profile. Based on the learner profile out team developed base training program to get the process kick-started. We partnered with the Adobe Inc., to get critical support for complex interactive components and host the learning content for more than 1000 users.
As a result of C3 Systems’ service REAC has successfully completed the pilot of the training program and has gone live with the Physical Inspection Training Program across United States. C3 Systems’ marketing plan is being implemented to target the areas within US where the highest public housing properties in need of inspections are located. C3 Systems’ team is now enhancing the learning experience with the virtual environment similar to 3D games to increase delivery effectiveness and reduce the learning time. HUD-REAC is now able to train more inspectors within a year than previously possible.
