C3 Awarded Extension on HUD Contract to Provide Database Engineering

C3 Systems was awarded a contract with Department of Housing and Urban Development (HUD) to provide database design and development; provide database engineering; facilitate the submission of quarterly financial statements for all Office of Residential Care Facilities (ORCF) portfolio properties; provide and manage database access; and generate a web portal to facilitate electronic financial submissions. The purpose of performing the Quarterly Operator Financial Statement Analysis is to gauge the financial performance of the Section 232 portfolio; and to assess and mitigate the risk to the FHA insurance fund.  This contract is to provide analysis of the quarterly operator financial statements for the Section 232 portfolio.

C3 Systems understands HUD’s pressing need for a partner with the skills and expertise to create and engineer the loan database; facilitate the submission of quarterly financial statements for all Office of Residential Care Facilities (ORCF) portfolio properties; provide and manage database access; and generate a web portal to facilitate electronic financial submissions. About Office of Residential Care Facilities (ORCF)

The Office of Residential Care Facilities (ORCF) manages the Section 232 program, which provides mortgage insurance for residential care facilities such as assisted living facilities, nursing homes, intermediate care facilities, and board and care homes.  ORCF is part of The Office of Healthcare Programs (OHP), previously known as the Office of Insured Health Care Facilities, is located within the Office of Housing and administers FHA’s healthcare programs, the Section 232 Mortgage Insurance for Residential Care Facilities program and the Section 242 Mortgage Insurance for Hospitals program. FHA’s healthcare programs are integral to HUD’s community development mission.  By reducing the cost of capital needed by hospitals and residential care facilities to finance the construction, renovation, acquisition, or refinancing of facilities, these programs improve access to quality healthcare and work to decrease overall healthcare costs.
